JOB SUMMARY
Under general direction, this role oversees staff and daily operations within the Communications Center, the frontline hub for MST`s transit communications. The position manages the Advanced Communications System (ACS) and related applications, supports transit route and schedule development, assists with the run-cutting, rostering, and sign-up processes, and ensures efficient scheduling of personnel and equipment. The Communications System Supervisor also monitors and controls transit operations through voice and data communications and performs other related duties as assigned.
ESSENTIAL FUNCTIONS
Staff Supervision:
- Plan, organize, assign, supervise, and review the work of staff in the Communication Center.
- Train staff in work procedures, evaluate employee performance, provide counseling, and recommend initial disciplinary actions as needed.
- Assist in the selection, hiring, and promotion of staff.
- Ensure up to 24/7 Communications Center coverage by preparing work schedules to meet workload demands.
- Facilitate clear communication between staff and management, ensuring that team members are informed of changes in policies, procedures, and operational priorities.
- Act as the first point of escalation for staff issues or operational challenges, resolving or escalating concerns as appropriate.
- Provide ongoing guidance and mentorship to ensure staff are equipped to meet job expectations and grow their skills.
Operational Oversight:
- Monitor and support the performance of the Operations Department through the Advanced Communications System and related applications.
- Verify and oversee scheduling and rotation of Coach Operators in compliance with applicable regulations and collective bargaining agreements.
- Provide support for the run-cut and schedule development processes.
- Supervise the creation and administration of the operator sign-up process.
- Monitor daily operations to ensure compliance with schedules, policies, and safety standards.
- Identify and address inefficiencies in workflows and processes, recommending adjustments to improve team performance.
- Optimize dispatch operations by assessing technical and operational needs and recommending improvements.
- Review and recommend modifications to computer dispatch systems to enhance efficiency.
- Assign duties and ensure compliance with established policies and procedures.
- Assist in service planning, including route and schedule development.
- Analyze transit data to support planning and service development initiatives.
Documentation and Regulatory Compliance:
- Manage drivers` document records to ensure compliance with federal and state regulations, updating records as required.
- Assist in administering the District`s drug and alcohol program, including notifying staff of procedures and maintaining compliance with random pool requirements.
- Ensure staff adherence to District and mandated safety rules, regulations, and protocols.
Coordination and Communication:
- Coordinate emergency calls and relay information and assistance requests involving law enforcement, firefighting agencies, and other emergency personnel.
- Create, review, and approve alerts, bulletins, memorandums, and other communications originating from the Communications Center.

- Reasonable suspicion for substance abuse testing, including drug and alcohol procedures and random pool requirements.
- Incident Command System (ICS), including FEMA 100 & 200.
- Radio code procedures and radio etiquette.
- Assist in developing and implementing goals, objectives, policies, procedures, and work standards.
- Understand, interpret, and apply pertinent laws, regulations, policies, procedures, and standards.
- Contract administration principles and practices.
- Logistics and resource allocation to meet operational needs.
Technical Proficiency:
- Technical software applications related to transit operations and management information systems.
- Transit-specific software programs, including GIRO/Hastus, Vontas, Excel, statistics and data analytics tools, and word processing software.
- Effective use of modern business equipment and systems relevant to the work performed.
- Research and analysis techniques for service delivery evaluation.
- Information management and report preparation methodologies.
MINIMUM QUALIFICATIONS & REQUIREMENTS
Equivalent to a bachelor`s degree from an accredited college or university with major coursework in public administration, business management, communications, or related field, or four (4) years of public transit communications or operations experience, including two (2) years in a lead or supervisory level. Ability to work on-site full-time. Proof of COVID-19 vaccination is required.
