In the heart of the Santa Cruz mountains, the San Lorenzo Valley boasts a strong sense of resilience and community. The Valley features unique habitats and is home to Big Basin Redwoods State Park, Castle Rock State Park, and Henry Cowell Redwoods State Park. The San Lorenzo Valley Water District receives all of its water from resources within the Valley, from stream diversion and groundwater reserves that provide drinking water for our customers as well as critical habitat for plants and animals to thrive within our watershed.

ABOUT THE DISTRICT

The San Lorenzo Valley Water District is located in the coastal redwoods approximately 10 miles northeast of Santa Cruz, CA. If you live in the nearby towns of Felton or Scotts Valley, you are a relaxing 15-minute drive to work or the beach. The District maintains approximately 190 miles of pipeline and serves a population of approximately 35,000 customers. The SLV Water District was established in 1941 and serves the communities of Boulder Creek to Felton and Lompico to Scotts Valley. 

DEFINITION

Under general supervision responsible for all aspects of administering the Human Resources Program for the District. This includes performing a variety of related complex technical, clerical and administrative activities such as recruitment and selection, employee insurance and benefit programs, human resources information system functions, and employee relations; prepares, processes and maintains confidential employee records and data; ensures that the District is in compliance with current laws and regulations related to human resources, and performs related duties as assigned.

ESSENTIAL DUTIES (Duties may include, but are not limited to, the following):

  • Serves as a resource and provides information to the public, other agencies and District staff; interprets a variety of policies, rules and regulations.
  • Maintains confidentiality and accuracy in the processing of employee and District information, along with assuring compliance with local, state and federal laws and regulations.
  • Directs the planning and coordination of the District`s recruitment and selection processes; prepares job announcements and advertisements; coordinates testing processes. 
  • Coordinates the dispersal of information to applicants regarding job openings, and application process. Manages advertising costs and other recruitment related expenses. 
  • Conducts new employee orientation, and maintains orientation materials. 
  • Administers employee benefits, conducts benefit open enrollment, maintains benefits programs, reconciles and approves benefit invoices for payment.
  • Administers separations including COBRA notices, unemployment claims, PERS retirement and employee health benefits. Maintains related documentation, updates and maintains confidential employee records and files.
  • Assists with administering workers` compensation plans; processes workers` compensation claims, verifies claim information with District staff, and files claims with the third-party administrator.
  • Creates payroll action documents for employee status changes maintaining compliance with applicable policies and procedures; analyzes and interprets payroll data, enters data into the human resources systems, and provides back up support for payroll processing.

QUALIFICATIONS

DEMONSTRATED KNOWLEDGE OF AND PERFORMANCE IN THE FOLLOWING AREAS:

  • Principles and practices of human resources administration, such as recruitment, workers` compensation, HRIS, insurance and benefit administration;
  • State, local and federal regulations and laws governing human resources best practices and techniques.
  • Laws, rules and ordinances controlling District financial functions and operations; including some familiarity with accounting standards, practices and policies, rules and regulatory reporting requirements and some knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to public sector financial management.
  • Use of Microsoft Office programs such as Word, and Excel, Outlook and data base software at an intermediate to advanced level;
  • Principles and techniques of customer service, work coordination and training;
  • Basic business principles and practices including planning, organizing, assigning and reviewing work and employee training;
  • Principles and practices of written communication, English grammar, punctuation and writing.

TRAINING AND EXPERIENCE 

Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically:

     EDUCATION: Equivalent to graduation from high school. A degree or some college in a related field preferred.

     EXPERIENCE: Two or more years` of increasingly responsible human resources experience.

CERTIFICATIONS, LICENSES, AND REGISTRATIONS

A valid California class C driver`s license must be maintained at all times
