Position Description:

This a full-time, 40-hour per week position. This position is dependent upon grant funds, which expires on December 31, 2020. In the interim, there will be multiple concerted efforts to seek additional funding.

Position is located primarily at: 22 Soledad Street Salinas, CA 93901

POSITION SUMMARY:

The Housing Navigator will work directly with homeless individuals and provide individualized support by helping develop a personalized service plan to address any barriers to obtaining and maintaining permanent secure stable housing. This position is under the oversight of the CHE Principal Investigator and the general supervision of the CHE Coordinator.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

• Identify and build rapport with clients to identify housing needs, to potential barriers to maintaining housing, and to develop strategies for maintaining housing

• Educate clients on different housing resources and options available to them

• Work directly with clients to apply for and obtain appropriate housing vouchers, subsidies, and security deposit assistance.

• Assist clients in their search for housing, filling out rental applications, interpreting leases and understanding tenant rights and responsibilities

• Conduct assessments to identify needs and referrals for social and housing services

• Develop and implement an individual housing plan for each participant

• Provide advocacy to help address issues and barriers between landlord and participant that may prevent move in

• Provide information and instruction to participants regarding how to complete a housing application, housing search, tenant rights and responsibilities, including observation of rental agreement rules, and being a good neighbor

• Follow-up with each participant at least weekly to ensure they are making progress towards their housing placement goals and provide back-up documentation in the client's file

• Provide individualized support that helps participants develop a plan that identifies barriers to acquire and sustain housing

• Network and collaborate with Monterey County area housing resources and area homeless service providers

• Work directly with area homeless service providers to verify homeless status of clients and to complete Continuum of Care/Homeless Certification paperwork

• Maintain accurate and timely documentation of progress notes, financial records, and other data necessary for client care and reporting goals/outcomes

• Maintain client-related data tracking systems, including case notes and complete HMIS entries.

• Prepare case-related reports including outcomes, successes, and challenges

• Generate client data for monthly reports

• Maintain complete and accurate documentation of service objectives and outcomes

• Maintain confidential, professional boundaries with clients

• Provide counseling to individuals regarding the use and effect of alcohol and drugs.

• Assist individuals to identify their need for treatment, provide substance use treatment referrals, and collaborate for individualized care.

• Coordinate and communicate regularly with the Housing Locator, Community Homeless Solutions, and Central Coast Center for Independent Living's (CCCIL) case coordinators and case managers; collaborate with other professionals involved with clients, when appropriate.

• Provide assistance, advice, and information to clients on all aspects of job readiness, employment search, and determine realistic steps toward meeting their career goals

• Participate in staff meetings, collaborative case conferences, support team meetings, and other related meetings.

PHYSICAL REQUIREMENTS:

Ability to operate a motor vehicle; climb stairs; possess good communication skills; meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. Capable of the following extended activities: standing, sitting, climbing stairs. Capable of the following intermittent activities: lifting 25 pounds or more and bending in the performance of infrequently performed office duties.

Knowledge, Skills and Abilities:

• Must be culturally competent

• Knowledge of community resources desired; housing assistance programs including Veteran

• Services, Rapid Rehousing, and Section 8

• Knowledge familiarity with Person-Centered and Solution-based approaches, Motivational

• Interviewing strategies, Harm Reduction, and Housing First models of service delivery

• Creative problem-solving skills

• Ability to communicate effectively and respectfully with a wide variety of staff, clients, property managers, property owners, and service providers

• Desire to be an advocate to help individuals who are chronically homeless find and secure housing.

• Ability to teach housing search skills to participate in individual or group setting

• Personal recovery experience is not required, however, knowledge of recovery support systems and 12-Step programs desired

• Ability to work independently with minimal supervision and to work collaboratively as a team

Minimum Qualifications:

• Must have a Master’s degree in Social Work, Counseling, or related field,

• One year of counseling experience in an alcohol or other drugs (AOD) or mental health setting preferred

AND

• Minimum one (1) year of experience in street outreach and/or housing navigation with homeless services,

• Bi-lingual capabilities are helpful but not required,

• Demonstrated understanding of and commitment to CSUMB’s vision statement.

Compensation and Benefits:

The monthly salary for this position is: $5,000. This is an exempt position and as such is not eligible for the overtime provisions of the Fair Labor Standards.
