Position Title: HICAP Manager
Health Insurance Counseling and Advocacy Program (HICAP) is a state-wide program funded by the California Department of Aging which provides outreach, community education, counseling, and advocacy services to seniors in the areas of Medicare, Medicare supplemental health insurance, prescription plans and long term care insurance.
The HICAP Manager has responsibilities for the management of the day-to-day operation of HICAP under the supervision of the organization’s Executive Director. Responsibilities include program administration and development, staff supervision, volunteer coordination, recruitment, training and supervision, oversight of client service delivery, community outreach, publicity, marketing, and community education.
MAJOR DUTIES AND RESPONSIBILITIES
1) Supervising HICAP program and support staff; 2) recruiting, training, supervising and supporting HICAP volunteers; 3) recommending persons for HICAP counselor registration; 4) executing complaints related to insurance or health plans; 5) planning and supervising HICAP counselor training sessions; 6) developing annual HICAP work plan; 7) acting as local spokesperson for HICAP in various public education forums and with the media; 8) designing and implementing HICAP marketing and publicity activities; 9) making referrals for HICAP to legal services; 10) coordinating with local community agencies; 11) providing information on insurance problems to state agencies and legislative bodies; 12) complying with state reports for program data and information; and 13) attending state HICAP semi-annual meetings.
KNOWLEDGE, EDUCATION, AND EXPERIENCE REQUIREMENTS
Knowledge of: Social, economic, and organizational aspects of community-based programs, Medicare, Medi-Cal, private insurance plans, senior assistance plans, community resources, training, public speaking, community education, educational materials development, volunteer management, supervision and program management.
Education: Possession of a minimum of a Bachelor’s degree in Social Science, Gerontology, Public Health, or related field, or equivalent experience.
Experience: Minimum of three years of responsible experience in community-based volunteer, public health, or other social programs.
Bilingual in Spanish/English preferred; computer skills; valid driver’s license and fully insured vehicle necessary; available to travel out of town; available to attend evening meetings.
