The Divisional Services portion of Academic Computing consists of localized ITS staff embedded in the campus' five academic divisions and library who provide personalized, discipline-specific, IT support for their constituents in service of the academic mission. We leverage commonalities through cross-divisional technical communities to develop and deliver right-sized/right-priced common services as appropriate, aggregating what we learn to provide as input to the larger ITS community. This position provides strategic direction, technical leadership, human and resource management to develop and deliver IT services to BSOE and its departments and programs. Incumbent works as part of a collaborative leadership team that delivers coordinated IT services to faculty across the five academic divisions, libraries, and the silicon valley center.

Job Overview

The Divisional Liaison (DL) for the Baskin School of Engineering (BSOE) is a leader for IT professionals who support BSOE at UC Santa Cruz. The position works to understand the IT needs of BSOE and to plan, coordinate, and manage the delivery of IT services to meet those needs. Successful candidates will demonstrate both breadth and depth in expertise aligned to the unit's portfolio.

The DL also plays a primary role in working to assure synergy between the division and ITS by working cooperatively with local IT staff in the academic divisions and other ITS units on shared service delivery and in representing BSOE in campus-wide IT initiatives, planning, standards and policy setting, and operational governance.

A successful DL in the Academic Computing Portfolio will be tasked with both providing and facilitating IT services. The DL should have a working knowledge of all central ITS products and services and act as a medium in ensuring all local constituents (typically housed in a single academic division) are able to gracefully access central services. In this way, the DL will act as a facilitator ensuring that ITS is clearly understood and that the academic division is well served. The DL will build strong relationships to ease the resolution of any potential conflicts.

Through themselves and their assigned product teams, the DL will provide local IT services to the academic division or potentially larger communities. These services will be developed in direct response to the needs of the clients through the DL's intimate knowledge of and strong relationships with the clients. These products and services should not be duplicative of other ITS services unless the dean has determined that the central service is not well suited to the needs of the division. These products and services will have a lifecycle tied to evolving services in central ITS and the needs of the clients. The DL will be required to adeptly determine when adjustments are needed, when services should be retired, when the client need has grown sufficiently to justify evolving a product to be centrally provisioned, or when a new product need emerges.

Trust and relationships with people in every facet of the organization must be built and maintained. The primary talent of a successful DL is the ability to build trust. As DL, the “buck stops with you”. The DL may be the first point of contact, but is definitely the final one. Job Duties

20% -

• May analyze the needs of functional departments and helps to establish priorities for feasibility studies and systems design and implementation to develop new and / or modify information processing systems.

20% -

• Support of at least one of the three computing environments (Mac,Windows,Unix) with ability to manage those systems in an environment that has large numbers of all three. Provide direct support for storage, high performance computing, and/or key infrastructure systems.

10% -

• Administers IT policies that directly affect subordinate employees. Establishes and recommends changes to policies which affect the department.

10% -

• Coordinates with functional departments involved in system requirements, techniques, and controls.

10% -

• Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.

10% -

• Engage in Continual Service Improvement through shared service delivery and product development within BSOE, within Academic Computing, and in partnership with other ITS units.

10% -

• The DL should actively participate in ITS governance & service teams related to products, services, or projects having a significant effect on their respective division. The DL will be relied upon by ITS to inform these processes from the perspective of one or more academic divisions.

• The DL will help the division realize operational efficiencies, achieve instructional and research goals and keep a constant compass focused on the Academic Mission. The PM may take on divisional work or oversight of divisional work that is not typically considered IT related if the PM and divisional leadership determine that it is in the best interest of the division.

ITS Security Statement

Information Technology positions are responsible for the security of UC Institutional Information and IT Resources. The incumbent is required to follow all applicable information security policies, procedures, and standards to maintain minimum standards of information security for data, systems and applications. Supervisors are responsible for making sure their staff have appropriate security skills and qualifications, and complete all appropriate and required security training.

Required Qualifications

• Typically 2-5 years of experience managing an information technology organization.

• Uses and applies applications Information Technology theories and concepts to manage and provide solutions.

• Requires a broad working knowledge of the applications programming development function.

• Requires the ability to gather, organize, and analyze data in the completion of assignments.

• Possesses skills necessary to accomplish department / section objectives and address related problems and issues in an effective manner.

• Thorough knowledge of subject area sufficient for strategic planning, technology assessment and direction.

• Demonstrated skill in managing technical staff.

• Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.

• Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.

• Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment.

• Experienced in leading change management activities and managing their impact across the unit or department.

• Experience of analyzing buy vs. build procurement for products for effective and efficient technology use.

• Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.

• Strong knowledge and understanding of service delivery principles.

Preferred Qualifications

• Bachelor's degree in related area and / or equivalent experience / training.

• Agile Leadership Certification.

• Service Management, Product Management, or Project Management certifications of any kind.

• The IT Infrastructure Library (ITIL) Certification.

• Six Sigma/Lean.
